There's some confusion around about this whole thing - Reuters have withdrawn this photo, after admitting that it's been retouched (really? We couldn't tell).

The cloning is particularly bad. The original statement was that the photographer concerned had done a poor job of trying to remove dust from the image, but that's pretty obviously not the case.

One of the commenters on JWZ's post has suggested that photographers may stand a better chance of selling photos that look more impressive, so it may just be a case of a photographer doing a really bad job of making things look worse to try to sell more pics. Other conspiracy theories are available.
